How do you liberalize the Arab world? ... the words "slowly" and "patiently" come to mind ... this stuff is hard and charging around blowing shit up and making mistakes is incredibly counterproductive. One needs to have (and I would think rightwingers would understand this) a healthy appreciation for the limited capacity of government planners to effectively manage enormously complicated policy problems.
